Welcome to Ventura County Office of Education, Preschool for All Pilot Project (PfA), an innovative demonstration project designed to prepare the children of Ventura County for Kindergarten and a successful school career! The mission is to provide voluntary, high quality preschool to all 4-year-olds in the Hueneme pilot project. The goal of PfA is to serve children in high quality preschool programs that meet rigorous Preschool for All standards with a highly qualified and trained workforce. The funding sources and collaborative partners include First 5 California, First 5 Ventura County, David & Lucille Packard Foundation, and the U.S. Department of Health and Human Services through its Early Learning Opportunities Act (ELOA) Grant.

Ventura County is one of nine PfA (or Universal Preschool) demonstration pilot projects in California. PfA in the Hueneme School District is increasing the number of kindergarten children with preschool experiences and implementing quality initiatives to enhance preschool programs. When fully implemented in 2011, the PfA pilot will have the capacity to serve 70% of the Hueneme School District pre-kindergarten students.

Ventura County is a leader in creating tremendous opportunities for our youngest citizens and improving the quality of life for all residents. High quality preschool is a proven strategy to strengthen readiness for success in school.
