Preschool for All (PfA) contracts with public and private Center-Based programs, Family Child Care Homes, and Faith-Based programs to provide high-quality preschool services for children in the Port Hueneme School District.
STEPS to becoming a PfA Provider
- Complete and submit an Application (with required backup documentation)
- Participate in a scheduled site visit
Basic Eligibility
To be eligible to be a PfA Provider, programs must be;
- Located within the Port Hueneme School District
- Licensed by the State of California as a child care facility;
- Willing to participate in quality enhancement activities
Applicants and contracted programs will be assessed using the Environment Rating Scales (ERS) by a third party contracted by PfA to determine entry and ongoing eligibility. All Providers must score an overall average of 4.0 or above on the ECERS or FCCERS upon entry into PfA, and achieve an over overall average score of 5.0 within 12 months. Providers must also committment to working towards the attainment of an AA or BA/BS degree in early childhood education.
Reimbursement
Reimbursement rates are determined by factors which include the qualification levels for each classroom's teaching staff and any subsidy rates already in place through Head Start or CDE/CDD (i.e., State Preschool) funding.
PfA Benefits/Supports
Programs participating in PfA are provided with training and on-site coaching by PfA's Technical Assistance Staff and Consultants.
Support for providers also include academic and career advising for early childhood professionals, ECERS/FCCERS assessment, quality improvement plans, and quality improvement stipends.
